Veronica Roth says on her blog that this quote is actually from Tobias. That’s why I think it might be Evelyn. A lot of people on Divergent fans think it’s Caleb, though, and I hope not, I can’t understand how he could actually be evil when Tris’s parents were good people and Tris is really close to her brother.
